			<content:encoded><![CDATA[<p>Our one-day course covers all the usual first aid subjects, but from a boating perspective. It is aimed at anyone who goes afloat, whether on inland waters, rivers, estuaries or on cross channel passages</p>
<p>The syllabus is based on the recommendations of the Heath and Safety Executive and the Maritime and Coastguard Agency (MCA).</p>
<p>The subjects specific to boating include</p>
<ul>
<li>the recovery position in a confined space</li>
<li>CPR, including the drowning protocol</li>
<li>cold shock and hypothermia from immersion and/or exposure</li>
<li>seasickness and dehydration</li>
<li>medical assistance or advice by VHF</li>
<li>helicopter rescue</li>
</ul>
<p>Advanced first aid while afloat is rarely used but the ability to recognise whether a situation is serious and to look after the casualty until help arrives is a reassurance for skipper and crew.</p>
<p>This certificate is accepted for Coastal Skipper and Yachtmaster Practical Exam candidates, RYA practical instructors and skippers of small commercial vessels up to category 2.</p>

<p>Dear Club contact,</p>
<p>As you may have seen  from  recent news,  the RYA  has been  successful  in gaining new funding for the next four years from Sport England.  With the 2012 Olympics just around the  corner,  we  have  funding  to  help  us  develop  sailing  at  all  levels,  however,  the government  is  focusing on getting 1 million more  adults active before  the games;  this gives us a great opportunity to help you get more adults sailing between now and then whilst continuing to support and grow our youth programmes.<span id="more-205"></span></p>
<p>Our youth programmes are flourishing; OnBoard, Team15 and Volvo Champion Club are initiatives  that are aimed at getting new kids  into  the sport and keeping  them  through racing in sailing and windsurfing.  If you are not yet involved in these I would be happy to speak to you about how you can get involved.</p>
<p>For  adult  participation we  would  like  to  get  new  adults  coming  in  through  our  Youth<br />
programmes  and help  all  clubs get  their  current members  sailing more  often.   On my travels around  the  region and at conferences  I have been surveying  the clubs and  the majority  of  clubs  have  around  15%  of  their  membership  sailing  regularly.   This  is something we believe clubs would like to increase.  How many boats do you have in your boat parks that sail infrequently?</p>

			<content:encoded><![CDATA[<p><img class="alignleft" title="RYA Spring Muster 2009 " src="http://www.rya.org.uk/assets/webimages/Website%20Gallery/Marketing/News%20Single%20Use/Sail%20action/Muster%2009.JPG" alt="" width="280" height="140" />The verdict from the 50 plus visitors to this year&#8217;s RYA Spring Muster was a resounding thumbs up and even the sunshine came out to make it a truly enjoyable weekend for all.</p>
<p>The RYA Muster is a truly unique event bringing together a staggering mix of boats from 40ft yachts and Sunseekers right through to a 25ft Scorpion RIB.  But what they all have in common is the opportunity to come along and as well as trying out different types of boating, benefit from the many practical demonstrations taking place from some of the big industry players.<span id="more-202"></span></p>
<p>Raymarine, ICOM, Ocean Safety and Sea Start were all present offering tips and advice during dedicated one to one sessions on board participants&#8217; boats.  This was complimented by a group session discussing safety equipment on board, what should be in your grab bag, abandoning ship and a chance to try whipping and splicing from Dave Aldridge from Force 4 Chandlery.</p>
<p>In addition to the regular ‘try sailing or motorboating master classes&#8217;, for people that usually don&#8217;t or for those who wish to practice boat handling under the watchful eyes of Hamble School of Yachting and Sealine Sea School, Mendez Marine ran a radar and AIS demo.  This was being offered for the first time at the muster, as were the Sunday morning COLREGs quiz followed by an RNLI flare demonstration and retrieval of a man overboard.</p>
<p>Sam Taylor Nobbs, Sales Manager for ICOM said: &#8220;The Muster is a great place for us to get to meet our customers, helping them get the most from their equipment and provide advice on how they have things set up on board their own boats.&#8221;</p>
<p>The muster attracts many first timers as well as regular returnees, looking to brush up on techniques and hear the latest from the experts, as well as meeting up with old friends.</p>
<p>Rob Picot and crew, onboard his Sadler 32, Niobe, was returning for the second time to the muster and said: &#8220;We decided to come back to the muster as it&#8217;s the perfect opportunity to learn some new skills and recap on a few old ones.</p>
<p>&#8220;There is so much going on its hard to cram it all in, but it&#8217;s really useful to invite the professionals on board for safety checks and demonstrations.  We also took advantage of practising our man overboard skills with Hamble School of Yachting, which has really helped us to perfect our technique.&#8221;</p>
<p>On the Saturday evening a reception, buffet and disco at the Royal Corinthian Yacht Club provided attendees with the ideal time for some socialising, along with the opportunity to win some fabulous kit in the prize draw, thanks to the generous donations of the sponsors.</p>
<p>Andrew Norton, Motor Cruising Projects Manager said of the event: &#8220;A key element to any boating event is fun and I can confidently say that all the participants thoroughly enjoyed themselves.  There is always a great atmosphere at the muster and everyone goes away with a few new skills under their belt.&#8221;</p>

The usage of the fleets is diminishing (perhaps as Clubs become more self sufficient with their own boats) and the fleets themselves are ageing and are getting to the end of their useful life.</p>
<p>We are reviewing options for the future which could mean replacing some of the fleets with new or different boats.  Weare considering whether we should stimulate  2  handed  sailing  and  racing amongst our Juniors and youths by acquiring some Fevas. <h2>Honda RIB South East Finals: July 25th at Bewl</h2>

<p>There are two classes: 8-12 years old and 13-16 years old. This is the age of the entrant at the time of the national final i.e. for the 8-12 year olds the competitor should not have had their 13th Birthday before 13th September 2009 and in the 13-16 year old section they should not have had their 13th birthday before 19th September 2009.</p>
<h2>Michael Devonshire retires as RYA-SE Treasurer</h2>
<p>Michael Devonshire will be retiring as RYA South East Treasurer on April 1 2009, handing over the reins (or rather books and ledgers) to Jan Gillon. Jan is currently RYASE secretary, and will now be in double harness.<br />
Michael is also retiring from the RYA-SE Committee. During his 34 years on this committee, Michael has held the post of Treasurer for 28 of these years, and was instrumental in setting up the charity which purchases boats and equipment for the area, saving substantial VAT. This has enabled the region to provide one of the best regional hire fleets for clubs in the UK.</p>
<p>Besides being chairman of RYA-SE for 5 years, he has also been a member of RYA council and on several RYA committees, notably General Purposes, International Affairs, Cruising and the Seamanship Foundation (predecessor of RYA Sailability) Internationally, Michael has represented UK on ISAF, the European Boating Federation Committee, the Pleasure Navigation International Commission, the Recreational Boating Committee of Union Internationale and the International Maritime Organisation. As a former circuit judge, Michael has used his expert legal knowledge to guide the RYA on planning and environment and cut through red tape.</p>
<p>Michael has Honorary Life Membership of RYA, and has cruised extensively in North Europe and the Western Mediterranean. Now he will have more leisure for that, and we wish him all the best for his future</p>
<h2>RYA-SE Club Conference: January 31st 2009</h2>
<p>The theme of this conference was verytopical – “Don’t Let the Credit Crunch become the Club Crunch”<br />
With families cutting back on discretionary spending, clubs faced with falling membership and rising bills need to find ways of surviving this recession. So nearly 50 club officers from the south east and other<br />
regions attended a very instructive day at Chipstead Sailing Club to hear from experts like Jon White, RYA Development Manager, Andy Hooper, South &amp; South East Regional Development Officer, and Chris Edwards, Chairman of RYA Planning &amp; Environmental Committee. They showed how to manage and grow clubs and how to secure funding and grants in a very tight and highly competitive environment. There were case histories from south east clubs and boating organisations which had done just that, with detailed instructions on how they went about it. Many of the delegates have already let RYA South East know how valuable this day was, with typical comments such as “What an excellent Club Conference on Saturday! I left encouraged &amp; brimming with borrowed ideas. Usually I&#8217;m happy if I get just one half-decent idea out of a conference, but each of the talks gave me something new”.</p>

<h3>2009 RYA Community Awards in the South East</h3>
<p>Information and application forms for  the annual Community Awards that recognise contributions made by volunteers to the sport of sailing and boating in several categories have been mailed  to all RYA Affiliated Clubs and submissions have to be in by early May. <h3>GET MOTOR CRUISING WITH THE RYA</h3>
<p>Whether you’re a channel crossing novice making the trip for the first time or an experienced skipper who likes to cruise in company and wants to extend your cruising ground then the RYA’s annual RYA Sealine Southern Motor Cruise could be just for you.<br />
Taking place from 25th July to 1st August; the annual cruise brings together motor cruisers of all ages and abilities from across the country to cruise together with the added benefit of a qualified Yachtmaster Instructor on hand to offer support and guidance to those who want it. All the planning – routes, berthing and social activities are arranged for you by the RYA, allowing cruisers to get on with enjoying their trip.<br />

<h2>RYA Matters</h2>
<p><strong>a) Potential Boost for VAT registered clubs</strong><br />
A recent decision of the European Court of Justice has indicated that there may now be an opportunity for VAT registered clubs and associations set up to operate on a non-profit making basis to reclaim VAT<br />
paid to HM Revenue &amp; Customs (“HMRC”) on fees charged to nonmembers, although the English Courts have yet formally to adopt this ruling.<br />
VAT registered clubs may be eligible to submit claims for VAT paid on such fees in the past three years. <a href="http://www.rya.org.uk/NewsAndEvents/newsroom/news/Pages/potentialbo.aspx">For details</a></p>
<p><strong>b) Club Affiliation Fees 2010</strong><br />
In order to reduce the complications and work of club affiliation and registration and also to reduce errors, RYA plans to change and simplify process. This will put clubs into ‘payment bands’, which will be more equitable for Clubs as well as easier to administer.  RYA will be contacting clubs on this shortly. Any clubs who have still not returned their affiliation forms and cheques for 2009 should do so ASAP and give as much information  on the form as they can, and as accurately as possible.  This will help in making a fair and accurate assessment of the bandings for 2010. The exercise is overall ‘revenue neutral’.</p>
<p><strong>C) RYA Challenges E-Borders Proposals</strong><br />
This affects South East sailors particularly, as we are the nearest to the continent. RYA has serious reservations – not against the principle that the Government should seek to secure the UK sea border against terrorist and organised criminal activity – but against the proposed mechanism.<br />
RYA believes that it must not</p>
<ul>
<li> impose unfair or unreasonable restrictions on boaters</li>
<li> criminalise law-abiding citizens when they take action in the face of adverse conditions</li>
<li> impact on the safety of navigation.</li>
</ul>
<p>RYA has been in consultation with the Border, Policy and Visa Division for the past 18 months<br />
– currently there is no clear policy for small ports, marinas and recreational vessels. Who is going to check, how and when has as yet not been formulated.  The present proposals do not do that. <a href="http://www.rya.org.uk/AboutRYA/lobbyact">Read more</a></p>
<p><strong>d) Free Training Taster Sessions with RYA at RIBEX 2009 May 8-10</strong><br />

<p><strong>f) Concerns over mandatoryintroduction of ATIS in Europe</strong><br />
ATIS (Automatic Traffic Information System) is a system used on all inland waterways of Europe to identify vessels when they use their VHF  radio.  It  produces  the  characteristic squawk at the end of each TX. The system requires modification to the radio and the Ship’s Radio Licence.The RYA has learned that Ofcom are proposing to accede to the Basel Arrange ment which covers ATIS, and that the Regional Arrangement concerning the Radiotelephone Service on Inland Waterways (RAINWAT) are now mandating the use of ATIS on all visitors to RAINWAT waters. <a href="http://www.rya.org.uk/KnowledgeBase/boatingabroad/Pages/atis.aspx">More</a>.</p>

<h2>New &#8216;racing secrets&#8217; website</h2>
<p>SailJuice.com is a brand new membership website launched by professional sailing journalist Andy Rice (Yachts &amp; Yachting columnist, Seahorse, Yachting World etc). Andy has been badgering the world&#8217;s best sailors for their best sailing tips and secrets, which he has bundled up into SailJuice.com, a subscription website full of useful advice for sailors of any ability who want to improve their racing skills and score better results in regattas.</p>
<h2>Club Race Officer Courses</h2>
<p>Club Race officer courses are available to clubs who wish to improve the standard of their race management. Normally the club would arrange a suitable date and venue. A one day course can also be split<br />
into two evenings, assuming the instructor does not have too far to travel.</p>
<p>Regional Race Officer courses are usually held in the winter. Two days at a venue need to be notified, but over the last couple of years there has been insufficient support to hold these. If we can get enough support before the end of the year then we can organise one.</p>
<p>Mark laying Courses have just been introduced and are run at on a similar basis to Race management, with the levels of Club, Regional and National. The entry level is Club, and normally a club would organize a date and instructor would be booked for training.</p>

<p><strong>Vattenfall sponsorship for Ramsgate Week</strong><br />
Vattenfall, the Thanet windfarm company is sponsoring Ramsgate Week, which takes place from 10-15 August this year. The week is one of the major sailing events on the East Coast, attracting sailors from the UK, France, Holland and Belgium.<br />
IRC  Classes  will  compete  in  a coastal series for the first three days, followed by an IRC Regatta Series starting on Thursday and running through to Saturday, when the one-day SailEAST Regatta will be held. Two Cruiser Classes &#8211; one with the use of spinnakers prohibited and one with no sail restriction &#8211; will enjoy one race per day with competitors being treated to some of the most scenic waters in Kent.<br />
Onshore, there will be a great party atmosphere with the new ‘Rock on the Dock’ concept, hosting big name bands for competitors to party the night away. Vattenfall will be collaborating with the  Royal  Temple  Yacht  Club (RTYC) throughout the year, to support their Open Days; a new initiative giving the local communi ty an opportunity to try sailing. “The Ramsgate Week Committee are excited about the partnership with Vattenfall; it’s an important step in our continued development of Ramsgate Week.” said RTYC Commodore,  Mike  Brand. “Extending  this  support  to  the RTYC’s Open Day’s will also provide a great boost in promoting sailing in the area and with the local community.”<br />
Ole Bigum Nielsen, Project Director at Vattenfall, said &#8220;With the Thanet Offshore Wind Farm now under construction, this is an ideal time for Vattenfall  to be sponsoring Ramsgate Week. <p>At the end of the course you will have a good knowledge of the safety equipment carried on small boats and the seamanship techniques needed to survive at sea in heavy weather.</p>
<p>Course topics include:</p>

<li>the one day sea survival course</li>
<li>half a day of first aid training</li>
<li>half a day of training in seamanship and emergencies, including heavy weather seamanship, weather forecasting , fire fighting and man overboard recovery</li>
</ul>
<p>The certificate awarded conforms with the eligibility requirements of section 6.01 of the ISAF Special Regulation for category 0, 1 and some category 2 offshore faces. These regulations require a percentage of the crew to have taken personal survival training. <p>This course is the perfect introduction or <em>refresher</em> for anyone going afloat on inshore waters, and a stepping stone to the more in-depth <a title="Day Skipper shorebased course" href="http://www.ryasailingcourse.com/rya-day-skipper-138.html">Day Skipper shorebased course</a>. It also complements our on-the-water training such as the Intermediate Powerboat, <a title="Start Yachting" href="http://www.ryasailingcourse.com/rya-start-yachting-128.html">Start Yachting</a>, <a title="Helmsman" href="http://www.ryasailingcourse.com/helmsman-191.html">Helmsman</a> or <a href="http://www.ryasailingcourse.com/day-skipper-courseday-skipper-course-194.html">Day Skipper course</a>.</p>
<p>You will receive a course pack which includes a chart, plotter, course handbook, exercises and an electronic chart plotter CD.</p>
<p>This is a highly practical course with lots of opportunities for you to put your new found knowledge into practice using the exercise provided.</p>
<p>The course is taught over 16 hours with exercises to complete along the way. It can be covered as a series of short sessions or over two full days.</p>
